Cemetery Department

The City of Levelland Cemetery does not sell or set headstones or markers. All of the headstones are done buy a monument company.

Yes, each solicitor, whether an individual or an employee of a business, is issued a permit and must carry it while soliciting. There is a twenty-five dollar ($25.00) registration fee per person. The permit is valid for thirty (30)

Community Development Sales Tax
|
|
The Community Development Sales Tax is an additional sales tax on taxable goods which is used for public community improvement projects. |
|
|
The City Council called an election in May for Levelland voters will consider adopting a ¼ percent Community Development Sales Tax. Currently in Levelland such goods are taxed at a total sales tax rate of 8 percent, 6¼ percent in state sales tax and 1¾ percent in local sales tax, so the new total rate will be 8¼ percent. |
|

The money generated by this tax may only be used for authorized community improvement type projects. Eligible projects include as park improvements and amateur athletic facilities and complexes along with supporting facilities and utilities. The maintenance and operations of these facilities are also eligible. |
|
|
The City Council will appoint a seven member board to identify and plan the projects that will be developed. A public hearing will be held on all projects and the City Council must also approve each project. |
|
|
If this tax is approved the total sales tax rate in Levelland will be the same as the current rate in many Texas cities. Some of the region’s cities which already have an 8¼ sales tax rate include Lubbock, Brownfield, Plainview, Lamesa, Slaton, Sundown, and Muleshoe. |
|

The Community Development Sales tax will be a ¼ percent tax on taxable goods and services sold in Levelland. As an example, for a family dinner in a local restaurant costing $40.00, the increase in the total cost of the meal would amount to 10¢. A $100.00 taxable purchase would increase by 25¢. Based upon estimates generated by the Internal Revenue Service, for a family with an annual income of $50,000, over a year’s worth of taxable purchases the tax would cost the family a total of about $22 per year. The same family with an annual income of $100,000 would pay about $43 per year more in sales tax. |

The sales tax is collected each time a taxable purchase is made. Since most families will make dozens, perhaps hundreds, of taxable purchases throughout the year, the tax is usually collected pennies at a time. Property tax, on the other hand, is billed only once annually and must be paid in full in a lump sum. |

Most consumer goods are subject to sales tax. However, many of the basic necessities people purchase are not subject to sales tax. Most groceries, medical care, prescriptions, and some over the counter medications are not taxable. |

This is a program was created by the City in 1989 as a means of raising funds for park improvements. The program provides a way that citizens may make a voluntary $1 contribution to the fund on their monthly water bill. The funds are then used for specific improvements to your park facilities, not for general operations and maintenance.
The program raises about $23,000 per year for park improvements. Some of the recent improvements funded by the program include the Kaufman Park Pavilion, the disc golf course in City Park, lights for baseball fields, ten playground equipment systems in various parks, and underground irrigation systems in several parks include 17th Street Park, Lobo Lake Park, 4th Street Park and the soccer fields.Funds from the program have also been used to provide the local match needed for Texas Parks Grants and on other local fundraising park related projects. Some of the parks and projects developed and improved include L. G. Griffin Park, George C. Price Park, Lobo Lake Park and Amphitheater, the Community Playground in Sherman Park, and the Skate Park.

“The adoption of a sales and use tax within the City of Levelland, Texas at the rate of one-fourth (1/4) of one percent to be used to undertake projects described in and authorized by Chapter 505, Subchapter D of the Development Corporation Act, VTCA Local Government Code, Title 12, including but not limited to projects, including land, drainage, buildings, equipment, facilities, and improvements for use: (1) primarily for amateur sports, including children’s sports, including ballparks, soccer fields and sports and recreational complexes; for public park facilities and open space improvements; for related concession and automobile parking facilities; for related roads, streets, water and sewer facilities; and for maintenance and operations expenses for any of the above described projects; and (2) thereafter, to the extent funds remain available, for the demolition of existing structures; for the development and expansion of affordable housing as described by 42 U.S.C. Sec. 12745; and for related roads, streets, water and sewer facilities.” |
Disc Golf

Instead of clubs, balls, and a hole in the ground, disc golf enthusiasts use discs and baskets (pole holes). Disc golf shares similar joys of combining power and finesse on a long drive or sinking a long put, or the frustrations of hitting a tree or having a putt fall just short. |

Disc golf is very unique in that it is played and enjoyed by all ability levels, and by those of school age or old age. Because disc golf is so easy to learn, no one is excluded. Many disc golf players are member of the Professional Disc Golf Association (PDGA), the governing body for the sport, which sanctions competitive events for all skill levels and ages, and provides many players services such as maintaining a course directory and establishing rules of play. |

The Disc Golf Course opened the summer of 2003. It came about as a result of locat disc golf enthusiasts working with the Levelland City administration and Parks Department personnel, with special assistance and guidance from Lubbock disc golf enthusiasts. The course is one of the best courses in the region with concrete tee pads and Mach V baskets. Disc golf was formally started in the early 1970s. In Lubbock, several disc golf enthusiasts introduced disc golf in the late 1980s at a Mahon Park. They then donated tremendous amounts of time and money and moved the course across town to Mackenzie Park in 1993. The course was then enhanced with more basket placements and with the installation of concrete tee pads from 2000 to 2003. |

No, there is a no-burning ordinance in The City of Levelland. You are allowed to have cooking fires if they are contained in a barbecue grill or pit. You can have recreational fires if they are in a fireplace or chimney. You should always exercise extra care when you have an outdoor fire and never leave it unattended and watch for flying embers or hot coals falling out on the ground. |

The first option is by Bank Draft.
You'll never have to worry about paying your water bill on time with this convenient service. The plan allows money to be deducted automatically from your checking or savings account approximately 3 days after the date the bill is generated. Sign up for this service is FREE!The Second option is to mail in your Payment. Simply send a check or money order (no cash) along with your statement in an envelope. Payments deposited in the box must include bill remittance slip and your water account number must be written on the check.

• A deposit of $75.00 for Inside City Limits, and $105.00 for outside City Limits is required for a house, condominium or townhouse. The deposit must be paid before service is activated.

o If you are the owner of the service address, you must come in to our offices and make your deposit. If you are unable to visit our office, you can request to activate your service in writing.

The City of Levelland bills bi-monthly. All bills are due and payable upon receipt. Failure to receive a bill does not relieve a customer of liability for payment.
When your current bill is not paid within ten (10) days from the billing date printed on your bill, your account is subject to late charges and your water will be subject to disconnection.
If the account is processed for shut-off, the total amount due, plus an $18 delinquent processing fee, must be paid.
Payment on a delinquent shut-off account must be received in our office at 1709 H Avenue. Once payment has been made, the turn-on order will be dispatched to the service technician, and water will be restored by 5:00 p.m that same day. No Payments will be accepted by the service technician in the field. Arrangements must be made with City Hall prior to service is restored. Service will be restored between 8 am and 5 pm Monday through Friday, excluding holidays. A service technician will restore water to a customer after 5 pm if the customer makes arrangements with city hall. There will be a $26 fee for after hour turn ons.

The City of Levelland understands that you may have an occasion when you run into financial difficulty and are unable to pay your bill on time.
City Hall is available Monday through Friday from 8 a.m. to 5 p.m. to assist you by either extending the "pay-by" date of your past-due bill or making arrangements for you to pay a bill or deposit in installments. A form is required to be filled out and signed by the party with the water account.

CONDITIONS RELATING TO THE USE OF A FIRE HYDRANT Fire Hydrants
The right to gain access to and draw water from fire hydrants is restricted to:
(a) our agents or authorized user;
(b) fire service personnel; and
(c) fire hydrant permit holders during the period for which the permit has
been issued.
We may remove and hold any equipment used by an offender to gain access to or draw water from a fire hydrant.
EQUIPMENT
The applicant is responsible for providing all the equipment necessary to connect to the fire hydrant meter, including:
A fire hydrant standpipe, valve key and hoses. Equipment will not be available from the Water Department (Only Fire Hydrant Meter will be provided). All hoses and fittings used must be in good condition. Any water wastage reported from excessively leaking hoses and/or fittings may result in the cancellation of this permit. RESPONSIBILITY
CAUTION - DAMAGE TO WATERMAINS
Fire hydrants must be turned on an off very slowly to prevent pressure surges developing in the pipes (water hammer) which could cause the pipes to burst. A closing or opening time of two minutes (minimum) is desirable. The applicant shall be held responsible for the cost of any repairs of damage caused by the incorrect operation of a fire hydrant valve.
In the event that the fire hydrant fails to operate correctly or will not shut off drip tight, please contact The City of Levelland Water Department at 806-894-0113 ext 249 immediately for repair. CAUTION - OTHER DAMAGE
The applicant shall also be held responsible for any third party damage that occurs whilst the fire hydrant is in use. In this regard (for example), the applicant should erect suitable signs and barriers etc. to warn vehicles and pedestrians of the obstruction or danger (hazard).
CAUTION - CONTAMINATION
The applicant must ensure that no contamination of the water main occur while the hydrant is being used. The hydrant should be used in such a manner that no contaminant enters either the hose or the hydrant. For example, hose ends should be kept out of any mud. In any situation where there is a high risk of contamination (example water pressure testing of the wastewater network special procedures may be required).
TCEQ§290.44(h) Backflow, siphonage.
TCEQ§290.44(h)(1) No water connection from any public drinking water supply system shall be allowed to any residence or establishment where an actual or potential contamination hazard exists unless the public water facilities are protected from contamination.
CAUTION - DECLARATION
A false declaration, grossly inaccurate water estimates, or other actions which risk the safety and
integrity of the water supply system shall result in immediate cancellation of this Permit and may result in prosecution.
