1. Where can I pay my water bill?

There are three options for paying your water bill.
The first option is by Bank Draft.
You'll never have to worry about paying your water bill on time with this convenient service. The plan allows money to be deducted automatically from your checking or savings account approximately 3 days after the date the bill is generated. Sign up for this service is FREE!

The Second option is to mail in your Payment. Simply send a check or money order (no cash) along with your statement in an envelope. Don't forget to put the appropriate postage on your envelope. If you've misplaced our address, the address to send your payment to is:

The third and final option is to drop the payment of in our Night Box.
A Night Box is located at the front of City Hall at 1709 H Avenue. The office is open from 8 a.m. to 5 p.m. Monday through Friday. Payments deposited in this box will be processed at the beginning of the next business day. You may use this service as long as you are not scheduled for disconnection. Payments deposited in the box must include bill remittance slip and your water account number must be written on the check.

2. How do I set up water service for my home or rental property?

Our requirements are:
• We request one working day's notice to activate service.
• A deposit of $75.00 for Inside City Limits, and $105.00 for outside City Limits is required for a house, condominium or townhouse. The deposit must be paid before service is activated.
o If you are renting at the service address, you must come in to our offices and make your deposit, unless you have had previous service with us in the last two years.
o If you are the owner of the service address, you must come in to our offices and make your deposit. If you are unable to visit our office, you can request to activate your service in writing.
• If you have had previous service with us in the last two years, you can request service by calling the City Hall at (806) 894-0113, Monday through Friday, 8 a.m. to 5 p.m. (closed weekends and holidays).

3. How do I request service for my business?

If you rent or own a commercial property, you will need to visit the City Hall at 1709 H Avenue to active service. If you are unable to visit our office, you can request to activate your service in writing. Our requirements are:
• We request one working day's notice to activate service.
• A $90.00 Inside City limits/$125.00 outside City Limits deposit is required.
• The deposit must be paid before service can be established.

4. How do I disconnect service at home?

To disconnect your residential water service, please call City Hall at (806) 894-0113, Monday through Friday, 8 a.m. to 5 p.m. (closed weekends and holidays). If you are unable to visit our office, you can request to turn off your service in writing.
• We request one working day's notice to disconnect service
• A closing bill will be generated and mailed to you within 10 working days after disconnection. We will need a forwarding address if you or moving.
• If a paid deposit exists on your account, we will apply it to your closing bill. If the deposit is more than sufficient to satisfy the closing bill, a refund check for the remaining deposit will be mailed to you.

5. How do I disconnect my service at my business?

To disconnect your commercial water service, you must turn off your service in writing.
• We request one working day's notice to disconnect service
• A closing bill will be generated and mailed to you within 10 working days after disconnection
• If a paid deposit exists on the account, we will apply it to your closing bill. If the deposit is more than sufficient to satisfy the closing bill, a refund check for the remaining deposit will be mailed to you.

6. Who do I call if I have questions about my water service?

If you have any questions regarding your service or your bill, please call City Hall at (806) 894-0113, Monday through Friday, 8 a.m. to 5 p.m. (closed weekends and holidays).

7. When is my bill considered delinquent?

The City of Levelland bills bi-monthly. All bills are due and payable upon receipt. Failure to receive a bill does not relieve a customer of liability for payment.
When your current bill is not paid within ten (10) days from the billing date printed on your bill, your account is subject to late charges and your water will be subject to disconnection.
If the account is processed for shut-off, the total amount due, plus an $18 delinquent processing fee, must be paid.
Payment on a delinquent shut-off account must be received in our office at 1709 H Avenue. Once payment has been made, the turn-on order will be dispatched to the service technician, and water will be restored by 5:00 p.m that same day. No Payments will be accepted by the service technician in the field. Arrangements must be made with City Hall prior to service is restored. Service will be restored between 8 am and 5 pm Monday through Friday, excluding holidays. A service technician will restore water to a customer after 5 pm if the customer makes arrangements with city hall. There will be a $26 fee for after hour turn ons.

8. What if I am having trouble paying my bill?

If your account is not yet delinquent, but you are experiencing trouble making your payment, we might be able to help.
The City of Levelland understands that you may have an occasion when you run into financial difficulty and are unable to pay your bill on time.
City Hall is available Monday through Friday from 8 a.m. to 5 p.m. to assist you by either extending the "pay-by" date of your past-due bill or making arrangements for you to pay a bill or deposit in installments. A form is required to be filled out and signed by the party with the water account.
Please call us at (806) 894-0113 prior to your delinquent shut-off date for information for help with paying your bill.

9. How does commercial or construction companies apply for temporary water?

CONDITIONS RELATING TO THE USE OF A FIRE HYDRANT

Fire Hydrants
The right to gain access to and draw water from fire hydrants is restricted to:
(a) our agents or authorized user;
(b) fire service personnel; and
(c) fire hydrant permit holders during the period for which the permit has
been issued.
We may remove and hold any equipment used by an offender to gain access to or draw water from a fire hydrant.
EQUIPMENT
The applicant is responsible for providing all the equipment necessary to connect to the fire hydrant meter, including:
A fire hydrant standpipe, valve key and hoses. Equipment will not be available from the Water Department (Only Fire Hydrant Meter will be provided).

All hoses and fittings used must be in good condition. Any water wastage reported from excessively leaking hoses and/or fittings may result in the cancellation of this permit.

RESPONSIBILITY
CAUTION - DAMAGE TO WATERMAINS
Fire hydrants must be turned on an off very slowly to prevent pressure surges developing in the pipes (water hammer) which could cause the pipes to burst. A closing or opening time of two minutes (minimum) is desirable. The applicant shall be held responsible for the cost of any repairs of damage caused by the incorrect operation of a fire hydrant valve.
In the event that the fire hydrant fails to operate correctly or will not shut off drip tight, please contact The City of Levelland Water Department at 806-894-0113 ext 249 immediately for repair.

CAUTION - OTHER DAMAGE
The applicant shall also be held responsible for any third party damage that occurs whilst the fire hydrant is in use. In this regard (for example), the applicant should erect suitable signs and barriers etc. to warn vehicles and pedestrians of the obstruction or danger (hazard).
CAUTION - CONTAMINATION
The applicant must ensure that no contamination of the water main occur while the hydrant is being used. The hydrant should be used in such a manner that no contaminant enters either the hose or the hydrant. For example, hose ends should be kept out of any mud. In any situation where there is a high risk of contamination (example water pressure testing of the wastewater network special procedures may be required).
TCEQ§290.44(h) Backflow, siphonage.
TCEQ§290.44(h)(1) No water connection from any public drinking water supply system shall be allowed to any residence or establishment where an actual or potential contamination hazard exists unless the public water facilities are protected from contamination.
CAUTION - DECLARATION
A false declaration, grossly inaccurate water estimates, or other actions which risk the safety and
integrity of the water supply system shall result in immediate cancellation of this Permit and may result in prosecution.
